How about some snacks that he likes? If he reads she could stuff in a book or magazine.

A cool pen
match box car, one to match the car he drives or his dream car, he'll love it
money clip
small puzzle
deck of cards
super glue
tire gauge
hand warmer (those things your break to keep your hands warm)
pair of Acorn socks (http://www.acron.com)
if he wears glasses, a cleaning cloth for them
keychain
handfull of chocolate money or special candy (I get my ds any chocolate bar with hot pepper in it)
flash light
can of favorite food (such as smoked oysters, spam)
pedometer
photo of you and him when he was young
yoyo
tape measure
lottery ticket
gloves, work or dress
photo frame of his favorite sport with photo of him in it
mug

Wow, great job on compiling a list, Ahorsesoul! I can only think of a couple more things to add:

Small men's manicure kit with clippers, file
Leatherman tool
Small flashlight
Gift cards, movie passes
Paper money folded in unique ways

How about...

Music cd's
itunes g.c.
dvd's
cologne
(if he plays) golf balls
socks ('cause you can never have enough!)
underwear
magazine or mag subscription

Also, I think it's fun to still put some silly things in grown kids or adults stockings, especially if you give everyone the same thing. This year I am going to put paddle balls (the kind with the ball attached by string to the paddle) in everyone's stocking. I can just picture my DH and brother in law sitting around Christmas morning seeing who can keep it going the longest!

How about:
a wine opener or replacment cork
Sharpie marker
post-it notes
return address stamp
velcro twist tie thingies (these can be found at local stores but I thought it would help to see them
multi-purpose tool
utility scissors (heavy duty kitchen type) dh loves his!
extension cord
small bag of coffee or coffee beans or flavored creamer
can of specialty soda (ie. Red Bull or the like)
kitchen utensils (they are just starting out usually at this age)
Christmas tree ornament
shot glass
