I need ideas to decorate halloween goodie bags for my 4 year old nephew and his classmates. Any ideas are welcome. Thanks in advance.

paperbags with pictures of ghosts, bats, pumpkins (conture - self paint, sticker or window picture made from paper or window color)
bags from glass paper ( lollipop inside - like a ghost with a tissue, constrict below the lolly with a white ribbon, paint little eyes and mouth on the lollipop)

why not have them decorate their own bags? You could use paper lunch bags from the dollar store and sned in the candy seperately.

Or do you mean the goodie bags they will go round with?
You can take a tote bag (cotton wool). The kids could print some halloween pictures with potatoes on it
or make some fingerprints on it and give them a face like ghosts, arms and legs or wings like bats
